Cook tortellini in salted water according to package directions (about 3–4 minutes). Drain and rinse with cold water to stop cooking.
Prep vegetables: Halve tomatoes, slice sun-dried tomatoes, chop artichokes, and tear basil.
In a large bowl, combine tortellini, mozzarella, tomatoes, basil, olives, artichokes, and sun-dried tomatoes.
Whisk together dressing: olive oil, balsamic glaze, garlic powder, salt, pepper, and red pepper flakes (optional).
Pour dressing over salad and gently toss until fully coated.
